Illinois legalized adult-use cannabis under the <strong>Cannabis Regulation and Tax Act (CRTA)</strong> in 2019, with retail sales beginning January 1, 2020. On-site consumption is expressly permitted in the statute — but only where a city or county has taken the extra step of authorizing it locally. That local-option gate is why Illinois has strong law and very few operating lounges.

Illinois caps edibles at 10 mg of THC per serving, with retail packaging up to 100 mg per package. Adult residents may possess up to 30 g of flower, 5 g of concentrate, or 500 mg of THC-infused product; non-residents at half those limits.
CRTA permits on-site consumption at either a licensed dispensary (which can sell cannabis for immediate on-site consumption) or a licensed retail tobacco store (bring-your-own, since those shops can't sell cannabis). Both paths require a local municipal opt-in.
The consumption area must be physically separated from the dispensary's retail sales floor by a door that can be locked. It has to be a distinct space — not just a few seats near the counter — with controlled access, staff monitoring, and ventilation designed to keep smoke and odor contained.
Alcohol is prohibited in any licensed cannabis consumption area, and tobacco is prohibited alongside cannabis at dispensary-adjoined lounges. Some venues sell non-alcoholic drinks and food (or partner with an adjacent cafe) — but no alcohol.
State law defers to local government. Cities and counties decide by ordinance whether to allow on-site consumption at all — Chicago, the state's largest market, has not. Most operating lounges have negotiated a special permit with the host village or city on top of the state approval.
